Here is how to turn the photo or 3 second video into GIFs.

Shoot a Live Picture by opening the camera app and clicking at the top of the screen on the bulls-eye icon to turn yellow. Open the Live Photo and swipe up from the bottom to turn the photo into Giphy. Loop, Bounce, and Long Exposure options will be seen — choose either Loop or Bounce for your animation. Tap quietly plays the three-second Live Picture in a tap, turning the photo successfully into animation. Bounce, a unique sort of animation, plays the live photo forward and backward in the perprtual loop.

Choose GIF in Message

If you are not Obsessed with making your own original GIF from scratch, try the Apple Messages GIF finder. Select a GIF from the #images tab to search and display in Messages on the iPhone app.

Open messages and reach an existing conversation touch or click.  Click Find images or enter a keyword to search for a specific GIF.  To add to your email,  Click send.

Use the Shortcut app To Create GIF

Launch the App Shortcuts. It comes with iOS 12 and later pre-installed on your mobile. Check and install the shortcut for Convert Burst to GIF.  You may be asked to allow your photos or videos to be viewed by the app, so allow it.  Tap the arrow at the bottom right to run the shortcut. A list of all your burst photo will be shown Select one and it is quickly transformed into giphy. Tap Done and you will be prompted to either share the GIF or Save to Photos.

 Just use Giphy

The free Giphy app, which is easily the most popular GIF generator out there, is a collective insanity analysis. You might as well turn off your phone if you can’t find or make a GIF you want to use on Giphy. With Giphy, for every conceivable reason, you can choose from a multitude of free GIFs.
